Culebra, a small island of 800 residents located off Puerto Rico's east coast, has had its water supply interupted by the drying up of four brackish wells which with rain catchment previously furnished water for the islanders. Before the wells dried PRASA's plan had been to build a reverse osmosis plant to purify the 1200 ppm TDS brackish water. Until the vapor compression units are completed, barged water is augmenting Culebra's rainwater cisterns.

PRASA will also provide for operation-maintenance of the vapor compression units and if all goes well the desalting facilities may become the pattern for duplicates in other locations in P.R.
