Monterey Peninsula Water Management District Board of Directors Authorized RFP for 3 MGD seawater RO plant at its Jan. 28 meeting, and district’s project mgr. Margo Nottenkamper said target date for its issue to suppliers is Feb. 12th.

”If issued then, deadline for return of proposals will be April 9th,” said Nottenkamper.

District will ask offerers to submit cost estimates both on privatization basis where they own, operate and sell fresh water product to district, and as outright sale of plant to district. Nottenkamper said decision of district’s ownership would be made later, and depend on estimates and offers in proposals.

Identification of lest bidder will be made shortly after bid opening, she said, but district will not award plant contract until after referendum on desalting plant by voters later this yr.

Construction invitation for City of Hollywood, FL 20 MGD membrane plant is set to go end of March.

In Sunrise, FL with Metcalf & Eddy office preparing specifications for city, Ron Orach said they will be issued to general contractors. Membrane OEMs will bid to generals as subcontractor.

Orach also said specs will divide capacity into 14 MGD of membrane softening and 6 MGD of low pressure RO. Feedwater for softening portion will be drawn from Biscayne Aquifer and for RO from deeper, more saline Floridan Aquifer.

James M. Montgomery Consulting Engineers also has been chosen to supervise construction of membrane plant, along with upgrading of 38 MGD wastewater treatment plant.
