Harvey began research related to RO desal in 1976; in four years' time, he was director of Fairleigh Dickinson's Desalination Technology Transfer Center. His main area of personal interest is membrane fouling in SWRO. He has applied his research on biofouling to SWRO plants in Tampa, Hong Kong and Singapore and across the Middle East, and is a former IDA director.

As well as Fairleigh Dickinson, where he remains Professor Emeritus, Harvey holds posts at Nanyang Technical University, Singapore and KAUST, Saudi Arabia. He has published over a hundred papers and holds one RO-related patent.
